The trend now is to design for mobile first. Then restyling is applied for higher and higher resolution devices. If you restrict the restyling to only ‘screen’ this could cause issues with devices that only look for a specific device type other than undefined or ‘all’; such as ‘handheld’ or ‘tv’ or ‘projection’. These devices will then likely only get the ‘mobile’ rendering definitions which is likely not desirable.

Very good article! Most resources I find on the web seem incomplete, but I highly recommend this book, which is pretty comprehensive: ” HTML5 & CSS3 For The Real World” by Alex Goldstein, Louis Lazaris, and Estelle Weyl published by sitepoint.
